This applet tells you how to say various times in different languages. Currently, it supports English (of course!), Italian and Spanish. For purposes of distinguishing between afternoon and evening, 7 PM begins the evening: 12 PM- 6:59 PM is the afternoon. You can mail me any errors you spot here.

This program is very simple to use: just change the hour, minute, or am/pm setting to see the changes made to the time.
